Introduction

Asbestos related diseases are now recognised as the major cause of
occupational disease in the UK. The health and safety commission plans to
introduce a national register of all public buildings containing asbestos, this
aims to cut asbestos related incidents and exposure to asbestos fibres
particularly to repair and maintenance workers. Asbestos containing materials
are common in properties constructed before 1980, particularly those from
1950-1975. Asbestos insulating board and asbestos cement are the most
common materials found.

Under the current proposals, anyone who owns or has responsibility for a
building which serves as a place of work will have certain duties imposed to
prevent anyone being exposed to asbestos. Surveys will have to be carried out
and records kept of the exact location and condition of asbestos. At present
feedback from a consultation document issued is being reviewed, thereafter
the final legislation will have to be approved by a number of parties before
being brought into force. If the asbestos is removed this needs to be done by a
specialist team with the appropriate training and knowledge of construction,
sampling and risk assessment.
